MICHEL * Nineteen seventy was an election year in which simultaneously, in our state, is elected President, senators, congressmen federal, local legislators, mayors and aldermen of the ten municipalities of the state. After then, as was every three years, again there was a realignment of political forces of the time where Armory, was no exception.

Thus, the first of September of that year as part of the federal legislature XLVIII senators took office in Colima (1970-1976) the degree Aurora Gutiérrez Ruvalcaba and Don Roberto Pizano Saucedo. Federal Deputies (1970-1973) by the first district Dr. José Fernando Rivas Guzmán and the second Professor José Ernesto Díaz López.

For the period 1970-1973, the then seventh local electoral district comprising the municipalities of Armory and Manzanillo, was elected local MP Don Ramón Sánchez Casillas as his running mate being my friend Hector Pineda Lugo. During the first year in office Ramon Casillas unfortunately died, so he concluded the commissioning his deputy Pineda Héctor Lugo.
Given this complex scenario of rapid mobility between political actors, which in practice initiating the fight for the nomination for governor of the State (1973-1979), in Armory passed the final year of the municipal administration headed by Mr. Rosalio Gonzalez Espinosa (1967-1970).

Thus, between April and September this year, closely related to political campaigns in consideration, low to high, you could hear voices in the collective imagination in favor or against candidates for municipal president of Armory . Most of them, waved and left to see the candidates side of senators and federal and local levels. Others, through his followers, organized support structures and harangued the masses in search of their support.
Among applicants with more assets in their favor, topping the list Lino Perez Corona had been alderman (1965-1967) in the municipality of Manzanillo. His main support came from the peasant sector and young athletes. Who else drove his candidacy was his fellow farmers in the ejido commissioner president of Armory, Simon Sanchez Leal.

Next in popularity of the successful farmers and smallholders leader Jose Antonio Covarrubias Rodríguez. Given its stable economic situation, pleasant character and social profile had the affection and generosity of prestigious entrepreneurs Tecoman and Colima, and as friendship and confidence of senior officials of state government.

Third, and with many chances of success mentioned Professor Leobardo Alcantar Juarez. Serious man, respectful and polite while serving as director of the morning shift of the federal Elementary Revolution. Furthermore, in as president of the Municipal Committee of the PRI was in the privileged coordinate parcel of political campaigns, allowing him to approach the ruling class of the state capital.

Fourth and not least, was appointed prof. J. Felix Delgado Velázquez, group master Federal Elementary School Revolution Treasurer Armory ejido commissioner and secretary general of the municipal committee of the PRI. He was the eldest son of one of the founders of the town, Don Estanislao Delgado Zamora and enjoyed the support of Professor José Ernesto Díaz López, secretary general of the League of farming communities and peasant unions in the state of Colima (CNC).

So in the second fortnight of September of 1970 word spread that the Institutional Revolutionary Party candidate would be Professor J. Felix Delgado Velázquez. Being a young professional his candidacy sparked renewed vigor. Through partnerships with local political actors all the candidates joined his candidacy. To do this, was much the ability of two leaders with experience in political negotiation, as were Don Roberto Pizano Ernesto Diaz Saucedo and Jose Lopez, who managed to integrate a formula unit.

In this vein the return settled as follows: candidate for president, Professor J. Felix Delgado Velázquez. For an alternate was chosen by Mrs. Maria de Jesus Chavez Lomeli, nice woman, enduring and charismatic. For council candidates were selected representatives of various social segments. After the euphoria of the inauguration, the first of January 1971, the magistrate issued the following appointments: Town Clerk the young student of the then law school, Miguel Angel Ramos, treasurer private accountant, Isaac Delgado Ramirez, manager of the civil registry office, Professor Pedro Delgado Velazquez commander J. police Dolores Radillo Mancilla and trail manager, Miguel Ruelas Jaramillo.

As the new treasurer was the nephew of the mayor and the brand manager of the registrar's office was nothing less than his brother, immediately, these two appointments were questioned, both by members of the council, for large sections of the population. I remember that he accused the mayor of nepotism. I am sure, that there never was bad faith or unwholesome intentions of Professor J. Felix Delgado Velázquez in arranging the appointments described. They were his most trusted men and also the excellent proxy personal and professional background. In fact, Isaac Delgado Ramirez, loyal and discreet friend, was an honest and hardworking professional. Pedro Delgado Velázquez, besides being a good teacher was an attentive, respectful, inherited from his parents the gift of people.

a few weeks, with the consent of the assembly building industry, the mayor made the following changes: Michel Ortega Mariano substituted in the treasury to Isaac Ramírez Delgado and instead of Professor Pedro Delgado Velazquez took over the civil registry office Eduardo Michel Fontana. Subsequently, Sotomayor Gustavo Mora took over the secretariat of the council to fill the vacancy left by Miguel Angel Ramos. Finally, in response to J. Dolores Radillo Mancilla received an invitation to work in the direction of travel of the state, Francisco Cordova Espinosa was appointed commander of the police.

Perhaps these facts, optimistic and sociable nature of the teacher J. Felix Delgado Velázquez changed adopting attitudes that hindered cautious for the remainder of his administration, communication between rulers and ruled. Notwithstanding above, in the distance, his works remain and continue to be an example of tenacity and effort.

Among the public work in this period is the construction of the High School Teacher "Helt Antonio Barbosa," the clinic of the Mexican Institute of Social Security and the remodeling of the Armory and Cuyutlán gardens with new lighting fixtures. As regards the IMSS clinic, despite its importance, the young athletes disagreement with the donation made by the council of the land on which stood the sports field, in response to their demanding reproach, with the support of Governor Pablo Garcia Silva built a modern and well equipped sports complex.

In this period the Armory Student Cultural Association (Acea) Year founded the Public Library of Juarez and the delegation Armory Mexican Red Cross. Also, with the support of the municipal league of popular organizations (CNOP) that led my father Miguel Chavez Vega was the service workers union at Armory Hall, and its first leader Michel Eduardo Fontana.

Finally, at three in the afternoon of January 30th of 1973 was a strong earthquake measuring six degrees on the Richter scale. The epicenter was located between Armory and Tecomán. A third Most of the houses collapsed, including my parents. The other houses were seriously damaged. The parish church was also badly damaged.

In the first days of February, the President, Luis Echeverria, and the state governor, Pablo Silva García, personally toured the disaster area and undertook to pay attention to the victims. On instructions from above the graduate director Eliseo Arroyo Alcalá Indeco implemented statewide emergency programs for the reconstruction of walls and construction of new housing.
